Facilities Master Plan
Montgomery College is in the process of a comprehensive update of its collegewide Facilities Master Plan (FMP). This new plan will manage growth and changes anticipated in the ten-year period from 2023 to 2033 and define the capital projects needed to accommodate these changes.
The goal of the FMP is to establish a framework for the development of capital projects to support the role, mission, and academic vision of the College. It will address key issues to support enrollment, define space needs, and new facilities initiatives. It will also address the relationship between the College and adjoining business and residential communities.
The FMP will include recommendations and plans for:
- An evaluation of current facilities conditions and projected needs
- An overview of the College: mission, vision, values; interrelationships among institutional units; institutional performance; internal and external factors; and anticipated changes
- An implementation strategy with project phasing by each campus location based on a
need to accommodate people and/or modernize or replace facilities for services or
programs
Montgomery College has commissioned CannonDesign to assist in the preparation of this collegewide plan.
The approved current MC Facilities Master Plan 2013- 2023 is an example of the broad and conceptual information included in a Facilities Master Plan.
A Facilities Master Plan IS:
- A high-level document that is conceptual
- A summary of existing conditions of the facilities
- A concept of future facility needs
A Facilities Master Plan IS NOT:
- A development plan
- A design for a building
- A construction document

- Maryland Higher Education Commission (MHEC) has a critical submission date for Updated Facilities Master Plan (FMP): February 1
- A full submission is required every 10 years
- Annual updates with population data are due February 1
- In addition to the submission to MHEC, copies to go:
- Department of Management and Budget
- Department of General Services
- Maryland Department of Planning
- Specific FMP plan requirements are published in the 'Guidelines for Submission of a Facilities Master Plan' dated June 2016
