The PIC MC Foundation
The Foundation supports the Innovation Complex, providing an integrated academic, business, and research environment. Through the Foundation, MC provides space for economic development. Entrepreneurs are provided a resource-rich location. Students gain access to internships and interaction with industry professionals.
We supply the workforce. Matching the needs of our evolving workforce with the proper training and education programs is an ever-present challenge. At MC we constantly strive to be relevant to needs of the county’s employers, our community, and our students.

A seasoned leader in community development and innovation, Tommy’s journey began in Montgomery County, where he developed a passion for community engagement.
Tommy’s experience as the director of the Entrepreneur & Innovation Institute at the College of Southern Maryland (CSM) gave him invaluable insights into fostering innovation within the academic framework. At CSM, he orchestrated the revitalization of the town of Indian Head, transforming blighted buildings into centers of urban renewal. One significant result of this venture was establishing the Velocity Center, exemplifying his capabilities in real estate management, strategic planning, and community engagement.
Managing the Techport Incubator at the University of Maryland College Park further expanded his horizons in nurturing start-ups and fostering a culture of innovation, showcasing a proficiency in asset management and partnership/workforce development.
In the wake of the COVID-19 pandemic, Tommy took the initiative to co-found Southern Maryland Loves You, a non-profit dedicated to ensuring that the community had access to essential protective equipment. This effort required adept navigation of dynamic FDA policies and a collaborative approach with medical institutions and tech companies. His role in the Armed Forces Communications & Electronics Association of Maryland, xTech Accelerator, as well as his recent engagement at financial consulting firm Aronson (now Aprio) further highlight his leadership, board management, and business development depth.
Tommy has a master’s in Entrepreneurship & Accounting from the University of Maryland Robert H. Smith School of Business and a bachelor’s in Corporate Finance from the University of Delaware.
