To identify you as someone who could serve in the U.S. Military, Selective Service System could send you a letter with a registration form.

F-1 students (or non-immigrant) cannot serve in the U.S. Military. Therefore, If you received a registration form in your mail, you only need to show that you are not a U.S. Citizen by following this steps:
- Select I AM A NON-IMMIGRANT ALIEN box on the bottom of the form
- Attach copy of your I-94. (To print a copy of your I-94, you can click here)
- Send the form back with copy of your I-94 to the address that it is provide.
The basic steps involved in document authentication are as follows:
Certification/Authentication of a Document Notarized in Montgomery County{
- Have the document notarized by a notary commissioned in Montgomery County, i.e. make sure the words Montgomery County appear on the notary’s seal. You may use any Notary Public. You can find a Notary
Public at Montgomery College in the office of Human Resources (Mannakee building).
Most Banks will have a Notary Public on staff. Or you may look for a Notary Public
in the phone book.
- Take the notarized document to the Licensing Office of the Clerk of the Montgomery County Circuit-Court, 1st Floor, 50 Maryland Avenue, Rockville 20850, for certification. There is a small
fee for this service.
- Take or mail the certified document to the Maryland Office of the Secretary of State in Annapolis for authentication.

Certifications may be completed by mail or in person. The cost is $5 per document. Please pay by U.S. check or U.S. money order made payable to the Secretary of State. If you are having certifications done by mail, please include:
-Check made payable to the Secretary of State
-A note stating the name of the foreign country for which the documents are being certified
-Your email address if available
-A stamped, self-addressed envelope. - If needed, take the document to the U.S. State Department in Washington, DC for authentication. This is not necessary if the foreign government has signed the Hague Convention. Please refer to the U.S. State Department’s website for a list of countries that have signed the Hague Convention.
